The following, which was advanced to third reading from the May 9,                                  
2004, calendar (page 4078), was read the third time:                                                
                                                                                                    
    HOUSE CS FOR CS FOR SENATE BILL NO. 385(RLS) am H                                               
    "An Act relating to homeland security, to civil defense, to                                     
    emergencies and to disasters, including disasters in the event of

    attacks, outbreaks of disease, or threats of attack or outbreak of                              
    disease; establishing the Alaska division of homeland security and                              
    emergency management in the Department of Military and                                          
    Veterans' Affairs and relating to the functions of that division and                            
    that department; and providing for an effective date."                                          
                                                                                                    
Representative Dahlstrom moved and asked unanimous consent that                                     
HCS CSSB 385(RLS) am H be returned to second reading for the                                        
specific purpose of considering Amendment No. 2.  There being no                                    
objection, it was so ordered.                                                                       
                                                                                                    
Amendment No. 2, which amends Amendment No. 1 (page 4074), was                                      
offered by Representative Dahlstrom:                                                                
                                                                                                    
Under Sec 24.20.680(b):                                                                           
 Delete "four to six"                                                                               
 Insert "six to eight"                                                                              
                                                                                                    
Under Sec 24.20.680(b):                                                                           
 Insert a  new paragraph to read:                                                                   
             "(1) the president of the senate and the speaker of the                                
    house of representatives;"                                                                      
                                                                                                    
Renumber the paragraphs and internal references accordingly.                                        
                                                                                                    
                                                                                                    
Representative Dahlstrom moved and asked unanimous consent that                                     
Amendment No. 2 be adopted.                                                                         
                                                                                                    
Objection was heard and withdrawn.  There being no further objection,                               
Amendment No. 2 was adopted.
